Civic Works — Action Engine ('ae'). Civic action creation, editorial review, distribution, and engagement tracking. Django + HTMX + Tailwind v4 + Postgres (ported 1:1 from prod-ae: TS/Cloudflare Worker/Turso). Deployed at action.cooperation.org (dev VM 200, interim; will move to EU VM). Repo: /opt/shared/repos/ae. Adds multi-org memberships, polymorphic external IDs for federation, AE-hosted signup forms, notification scheduler (extractable EU microservice), embed registry, append-only review history.
